SpletUPenn and Cornell tours just have way, way too many people on them, so you can't even hear the guide and you can't ask any questions. I thought they had good tours at Amherst, Pomona, Yale, UChicago, UCSB, Occidental, but I can't really say why. My big message is - don't just rely on the tour.
